The Mine Safety and Health Administration and the Occupational Safety and Health Administration both require employers who expose workers to noise above certain levels to develop and implement comprehensive hearing conservation programs. Eardrum, malleus

Seperating the middle and inner ear from the outer ear, the eardrum is delicate in and of itself.  Noise does its' damage where you can't see...the inner ear.  Sensoryneural hearing loss (damage to the nerve cells and caused by repeated exposure to high noise levels), is not reverseable. 

This type of hearing loss is what hearing conservation aims to prevent.
